President and Social Media Chair: Andrea Bell, DNP, FNP, PNP

Dr. Bell is a board-certified pediatric and family nurse practitioner. Before becoming a registered nurse, she earned bachelor’s degrees in psychology and Italian, with a minor in human development, from the University of California, Davis. She went on to complete a bachelor of science in nursing at Roseman University of Health Sciences in Utah. Her career has included work in a walk-in health clinic, medical-telemetry, antepartum and postpartum care, psychiatry, and public health. She earned her doctor of nursing practice degree from the University of San Diego. Bell enjoys all aspects of pediatric medicine, especially building connections with her patients and their families. In her free time, she travels, plays classical piano, cooks, hikes and spends time with family.

Secretary: Martha Fuller, PhD, PNP-BC

Dr. Fuller is a pediatric nurse practitioner who has held multiple positions with the San Diego chapter and participated in various national activities. She is currently a faculty member at the University of San Diego, where she teaches in the family nurse practitioner and pediatric nurse practitioner programs. She also works per diem in neurodevelopmental follow-up at Rady Children’s Hospital. She says the National Association of Pediatric Nurse Practitioners has provided her with a valuable platform for networking, building friendships and supporting the care of children and families.

Treasurer: Kristiana Cullum, PhD, CPNP

Dr. Cullum is a pediatric nurse practitioner with the hospital medicine and pulmonary groups at Rady Children’s Hospital. She is also an assistant professor at San Diego State University. Her research focuses on quality of life in pediatric patients with chronic illnesses, including the impact of access to care, social determinants of health, disease management, mental health comorbidities and social support. She has served in multiple board roles for the San Diego chapter board. Cullum is passionate about caring for the pediatric population and says she is honored by the trust families and communities place in her.

Legislative Chair: Kaitlin Phelan, DNP, CPNP-PC


Dr. Phelan focuses her work within the San Diego chapter on legislation to improve gun safety as it relates to child health and safety. She has been a nurse since 2016, after graduating from Boston College, and a nurse practitioner since 2021, after earning her degree from the University of San Diego. She is passionate about caring for children with special health care needs, advancing community health and integrating mental health into pediatric primary care.
