President: Yvette Laboy, DNP, CPNP-AC, CCRN, CPN

Yvette is a board-certified pediatric acute care nurse practitioner, certified critical care nurse (CCRN), and certified pediatric nurse (CPN). She practices as a nurse practitioner at Johns Hopkins Hospital on the Pediatric Pain Service and serves as adjunct faculty at the University of Maryland School of Nursing. Yvette earned her Associate Degree in Nursing from Montgomery College School of Nursing in 2001. She earned her Bachelor of Nursing degree from Drexel University School of Nursing in 2013. She then earned her Doctor of Nursing Practice Acute Care Pediatric Nurse Practitioner from University of Maryland Baltimore School of Nursing in Baltimore in 2019. She became a student member of NAPNAP in 2019 and has since been actively involved. She held the position of chapter treasurer from 2019-24 and served as president-elect from 2023 to 2024. She is currently serving as the president of our chapter. Additionally, she is a member of the Nurse Practitioner Association of Maryland, of the Maryland American Academy of Pediatrics and the American Association of Critical Care Nurses (AACN). Yvette's professional interests include pediatric critical care, pain management, end-of-life care, sedation and nursing education.

  

President-Elect: Samantha Hoffman DNP, MS, CPNP-PC

Samantha is a board-certified Primary Care Pediatric Nurse Practitioner with a passion for education and teaching. She works clinically at Choptank Community Health Systems in Denton, MD. Additionally, she is an Assistant Professor at the University of Maryland School of Nursing (UMSON), teaching pediatric courses for the entry-level BSN and MSN-E programs and the DNP program. Samantha earned her BSN from Stevenson University (2011), MS Pediatric Nurse Practitioner degree from UMSON (2016), and her Post-Master’s DNP and Teaching Certificate from UMSON (2023). Samantha has been a member of the NAPNAP Chesapeake Chapter since 2015 when she joined as an PNP Student. She has held a position on the Executive Board since 2019 when she was elected Secretary. She is the current Chair Elect. In addition to NAPNAP, Samantha serves as a volunteer for the Pediatric Nursing Certification Board (PNCB), is a member of the Association of Faculties of Pediatric Nurse Practitioners (AFPNP) and serves on the project advisory board for the Maryland Behavioral Integration in Pediatric Primary Care (BHIPP) Program. Her passions include community/public health, newborn care, health promotion, and nursing education.

  

Immediate Past President/ Communication Chair: Lindsay J. Ward, CRNP, RN, IBCLC, MS, BSN

Lindsay is a board-certified pediatric primary care nurse practitioner (CPNP-PC) and an international board-certified lactation consultant (IBCLC). She practices in a private practice in Annapolis, MD, and is adjunct faculty at Johns Hopkins School of Nursing (DNP program) and the University of Maryland School of Nursing (BSN/MSN-E program). Lindsay earned at BS in Biology from Elon University, a BS in Nursing from the UMB SON and her Master of Science Pediatric Nurse Practitioner Primary Care degree from the UMB SON. She joined the MD Chesapeake Chapter as a student member in 2013 and has held many leadership roles in the chapter.  She served as the chapter's legislative chair from 2018-22 and continues to be an active member of the chapter's legislative committee.  She was the chapter president from 2022 to 2024, during which the chapter received and executed two Pediatric Mental Health Care Access grants from the American Academy of Pediatrics (AAP) funded via Health Resources and Services Administration (HRSA).  During her presidency led the chapter's collaboration with fellow health care organizations including to unite efforts to address pediatric health issues and to strengthen healthcare stakeholder relationships across the state.   She is a member of the Nurse Practitioner Association of Maryland (NPAM) and serves as the Anne Arundel District Director and member of the NPAM legislative committee.  She is a member of the Maryland Chapter of the American Academy of Pediatrics (MDAPP) and a member of the Association of Faculties of Pediatric Nurse Practitioners (AFPNP).  She serves on the project advisory board for the Maryland Behavioral Health Integration in Pediatric Primary Care (BHIPP) program, Maryland's Pediatric Mental Health Care Access Program (PMHCA).  Her passions lie in legislation, adolescent sexual health, pediatric mental health and nursing education. 

  

Treasurer/ Community Engagement Chair: Kim Welch Baldwin, DNP, CRNP-PC, IBCLC

Kim Welch Baldwin is a board-certified Pediatric Nurse Practitioner and International Board Certified Lactation Consultant dedicated to providing comprehensive care to children from birth through young adulthood. She earned her nursing degree from Stevenson University and her Doctor of Nursing Practice from the University of Maryland. Kim practices primary care at Ansari Pediatrics and also works in the newborn nursery at GBMC. While she cares for patients from birth to 21 years, her specialties include newborn care, lactation support, and pediatric behavioral health. In addition to clinical practice, she is an adjunct professor for graduate nursing students at the University of Maryland School of Nursing, helping to educate the next generation of advanced practice nurses. Beyond her professional work, Kim is passionate about giving back. She is actively involved with the Leukemia and Lymphoma Society and Hayden’s House of Healing, an organization that hosts retreats for bereaved parents.

  

Secretary: Tammy McGillin, MS, RN, CPNP-PC, IBCLC

Tamara is a board-certified nurse practitioner specializing in pediatric primary care. She currently practices in Newark, DE. Tamara earned both her Bachelor’s and Master’s Degrees from the University of Maryland School of Nursing.  In order to better care for nursing dyads, Tamara pursued certification as a lactation consultant in 2015.  She is a member of both The National Association of Pediatric Nurse Practitioners and The International Lactation Consultant’s Association. Her professional interests include newborn care, lactation, developmental surveillance, and health promotion. 

  

Education Co-Chair/CE Chair: Sarah Rangelov, DNP, CPNP-PC, FNE A/P

Sarah is a board-certified pediatric primary care nurse practitioner. She practices clinically at the Center for Hope, the Baltimore child advocacy center, where she cares for pediatric patients who have experienced child maltreatment. Additionally, she specializes in forensic nursing and holds certification as a Forensic Nurse Examiner for both adult/adolescent and pediatric patients. Dr. Rangelov is an assistant professor at the University of Maryland School of Nursing. Her passions include the prevention of child maltreatment, forensic nursing and pediatric nursing education.

  

Membership Chair: Jennifer Redmond, MS, RN, CRNP, CPNP-PC, IBCLC

Jennifer is a board-certified pediatric primary care nurse practitioner. She earned both her bachelor’s and master’s degrees at the University of Maryland School of Nursing in Baltimore. With 14 years of nursing experience in the neonatal intensive care unit, Jennifer transitioned to pediatric primary care in July 2016 at a large private practice serving Anne Arundel and Queen Anne’s counties. Her passion for newborn and infant care inspired her to further specialize in breastfeeding medicine, and since 2018, she has also been an international board-certified lactation consultant partnering with breastfeeding families. She joined the National Association of Pediatric Nurse Practitioners as a student member in 2015 and is excited to be serving as the current membership chair for the Maryland chapter.

  

Social Media Chair: Deanna Magerer, DNP, CPNP-PC

Deanna is a board-certified pediatric nursing practitioner specializing in primary care. She earned both her Bachelor of Science in Nursing and her Doctor of Nursing Practice from the University of Maryland School of Nursing. Dr. Magerer is adjunct clinical faculty at University of Maryland School of Nursing and Montgomery College, and she practices clinically at a private practice in Washington, DC. She has been a member of NAPNAP since 2020, serving as UMSON student representative from 2022-2024, and she is currently serving as social media chair. She has been a member of NAPNAP’s Immunization Special Interest Group since 2023. Additionally, she is a member of the Nurse Practitioner Association of Maryland. Deanna’s professional interests include pediatric neurodevelopment, immunizations, and pediatric nursing education.

Legislative Co-Chair: Jessica D. Murphy, DNP CPNP-AC CPHON CNE

Jessica is a pediatric acute care nurse practitioner with nearly two decades of experience caring for acutely and chronically ill children. She is a faculty member at the Johns Hopkins School of Nursing and practices as a pediatric oncology and bone marrow transplant nurse practitioner at the Johns Hopkins Children’s Center. She is also involved in local and national legislative advocacy focused on health policies to improve the overall health and well-being of children. Dr. Murphy earned her Bachelor of Science in Nursing from Stevenson University, a Master of Science in pediatric acute care advanced practice nursing from the University of Maryland, and a Doctor of Nursing Practice from the Johns Hopkins School of Nursing.
